The Lylat system is finally ruled by peace. The three major factions, the Alliance (headed by Maverick), the Cornerian Empire (ruled by Admiral Hodaka Mikifune), and the Heelal Alliance (controlled through Hotaru Kazui), have forged a tentative peace between the three of them. James Vander, former Cornerian pilot, on the other hand, is convinced the peace is a fraud, nothing more than a front in order to build more weapons. He has declared war against each of the factions, but has recently been defeated by Maverick. . . But for how long?
